Bipartisan congressional report urges reset, higher tariffs to meet China economic threat

China is waging "economic aggression" against the United States and a new policy toward Beijing is needed to halt the flow of American technology to the communist superpower, according to a new bipartisan report by a select congressional committee made public Tuesday.
