Chaos in Haiti: What's causing it, and can it be stopped?

According to the Caribbean Community (CARICOM), a coalition of 20 states, Haiti's Prime Minister Ariel Henry is prepared to retire. A presidential council of seven members will be formed to pick an interim prime minister for a transitional phase leading up to Haitian elections, Guyana's President Mohamed Irfaan Ali announced late Monday after a summit of Caribbean leaders in Jamaica.
