Ma Xingrui, Secretary of the Party Committee of the Uyghur Autonomous Region, and the President of the Uyghur Autonomous Region, Free Tuniyaz China, made statements to the press during the 2nd session of the 14th National People's Congress, which is being held in Beijing. .

According to an exclusive report by China's "People's Network", on March 5, 2024, the so-called "Xinjiang delegation" participating in the 2nd session of the 14th National People's Congress of China held a plenary session and reviewed the government's work report. Chinese National People's Congress representatives Ma Xingrui, Shohrat Zakir, Free Tuniyaz, Shaukat Imin and Li Yifei participated in the discussion. On March 7, Ma Xingrui and Free Tuniyaz gave statements to reporters and newspapers and magazines about the Xinjiang policy and the "comprehensive" results achieved.

At the press conference, reporters from China International Television asked Ma Xingrui how he "completely, accurately and comprehensively implemented the party's strategy for governing Xinjiang in the new era."

Ma Xingrui replied: "Since the 18th National Congress of the Communist Party of China, Comrade Xi Jinping and the Party Central Committee have paid great attention to the work of Xinjiang. Xi Jinping personally planned, arranged and promoted the party's strategy for governing Xinjiang. The Party Committee of the Autonomous Region understands Xi Jinping's ideas about socialism with China's characteristics in the new era, and combines this with in-depth research and implementation of the party's strategy for governing Xinjiang in the new era.

Ma Xingrui pointed out that the "new achievements in the development and stability of Xinjiang" and all the "cannons" belong to Xi Jinping, the firm leadership of the Party Central Committee and the "strategy of governing Xinjiang in the new era".

Observers said Ma Xingrui's words were an indication of how Xi Jinping "led and guided" the oppression and massacre in Uyghur.

Dr. Henryk Szadziewski, research director of the Uyghur Human Rights Foundation, commented on Ma Xingrui's statement and said that it is clear from Ma Xingrui's statement that it is Xi Jinping who is the designer and guide of China's Xinjiang policy.

"I think it can be seen from Ma Xingrui's statement that Xi Jinping is not only the central government that is the architect and guide of China's Xinjiang policy, but the main player and guide. If you ask me, do you agree with Ma Shingrui's statement? I agree with him to a certain extent because his statement puts Xi Jinping at the center of the policies implemented in the Uyghur region. "Last year was an extraordinary year in the history of Xinjiang's development. General Secretary Xi Jinping paid attention to the stable development of Xinjiang and all ethnic groups in Xinjiang. He visited Xinjiang again and guided the work of Xinjiang. We will carefully study and implement Xi Jinping's important words and instructions on the work of Xinjiang, fully, correctly and comprehensively implement the party's strategy for governing Xinjiang in the new era, bridge the strategic position of Xinjiang in the overall situation of the country, and better coordinate it."

The associate professor of Turkey's Hacettepe University Dr. Ekram Ma Shingrui and Free Tuniaz commented on the statement: "Ma Shingrui and Free Tuniaz's statements show that the policies being implemented in Uyghur are led by Xi Jinping, the general secretary of the Communist Party of China. Ma Xingrui and Free Tuniaz will faithfully follow Xi Jinping's instructions to keep their jobs and get higher jobs, and they will always praise him."

Ma Xingrui also said in a press conference held on March 7: "Everyone knows the need to Chineseize Islam in Xinjiang. This is an inescapable and inevitable trend.”

Hu Peng, former editor-in-chief of "Beijing Spring" magazine, a Chinese analyst in the United States, responded to Ma Xingrui's press conference in an interview with our radio station. He argued that the Chineseization of Islam is the communistization of Islam, and that Xi Jinping is the chief architect of the Chinese government's Xinjiang policy. He said:

“The Chineseization of Islam is actually the communistization of Islam. That is to change Islam and control Islam. The Chinese government's promotion and enforcement of Islam by the Chinese government is a way to change Islam and suppress it. Xi Jinping is of course the chief designer of the Chinese government's Xinjiang policy. If we compare Xi Jinping's policies in Xinjiang with those of Mao Zedong, Deng Xiaoping, Zhang Zemin and Hu Jintao in Xinjiang, Xi Jinping is pushing harder than others. Xinjiang is suppressing autonomy (self-governing fee). His oppression is more than Deng Xiaoping, Zhang Zemin and Hu Jintao.

So Ma Xingrui and Free Tuniaz's statement to the press in Beijing can be said to be a sign that the political control in Uyghur will continue, but that it will be implemented more strictly and urgently?

Dr. Free Ekram answered our question and said: "Based on the statements made by Ma Xingrui and Free Tunisia to the media in Beijing and the current situation, I believe that the Chinese government will continue to strictly and urgently implement the repression policy in East Turkistan under the pretext of economy and stability."

Dr. Henrik Szajeski noted that he noticed some changes from Ma Xingrui and Free Tunis' press statements in Beijing. He emphasized that the language used by Ma Shingrui and Free Tuniyaz in the statement has changed, but there will be no change in China's Uyghur policy.

“I think there's a change in tone. That is, I think the language used by Machiningruy and Free Tunis in the statement has changed. I think the strict implementation of China-Xinjiang policy has certainly not changed. But the tone has changed. I mean, in a different sense, they used to say they were against extremism. Now they say that we have given the Uyghurs a good day, that the Uyghurs are living happily and should thank us. The language they use may also change. If the people are dissatisfied with the government's policies and protest, the government's attitude and language will change again. Many people are now in camps. The Uyghurs are being severely suppressed. In my opinion, there will be no change in the strict implementation of China's Xinjiang policy. Since 2017, China's tactics have not changed, but there has been a change in the tone of the language used.
