President Joe Biden made a back-handed comment about his Republican opponent during his international NATO speech and he didn't even mention Donald Trump's name.
At the top of his speech, Biden said that under his leadership with NATO, only nine countries contributed the 2 percent defense GDP that they agreed upon when entering NATO.
Nearly four years into his administration, Biden said 23 NATO countries are paying the 2 percent on defense.

"The year 2020, the year I was elected president, only nine NATO allies were spending 2% of their defense GDP on defense," said Biden. "This year, 23 will spend at least 2%. And some will spend more than that. And the remaining countries that have not yet reached that milestone will get theirs soon. This remarkable progress is proof that our commitment is broad and deep. That we're ready. That we're willing. We're able to deter aggression and defend every inch of NATO territory across every domain. Land. Air. Sea. Cyber and space."
"My friends, it's good we're stronger than ever, because this moment in history calls for our collective strength. Autocrats will overturn the world order, which is, by and large, kept for nearly 80 years and counting. Terrorist groups continue to plot evil schemes. Cause mayhem and chaos and suffering. In Europe, [Vladmir] Putin's war of aggression against Ukraine continues. And Putin wants nothing less, nothing less than Ukraine's total subjugation."
World leaders are already concerned about a second Trump presidency, the Washington Post wrote last week.
Among his hopes, Trump had said would be happy to have the U.S. leave NATO. He's also claimed that he will force NATO countries to fork over the cash. He went further, claiming that a world leader once asked him about the U.S. commitment to its allies.
According to Trump, the NATO ally leader asked what the U.S. would do if a NATO country was attacked by Russia but that they hadn't paid their 2% GDP into the program.
"I said: 'You didn't pay? You're delinquent?'... 'No I would not protect you, in fact I would encourage them to do whatever they want. You gotta pay,'" Trump told a February rally crowd.
The NATO contribution was a big problem for Trump, and he complained about it, but in his first four years, he could not make it happen. Biden did it in less than four.
