The European Union's chief executive, Ursula von der Leyen, expressed confidence on Wednesday that all 27 member states will agree to jointly extend more financial aid to Ukraine. Despite Hungary's resistance to reaching an agreement on an aid package, von der Leyen remained optimistic that a solution would be reached collectively. There had been concerns that the disagreement with Hungary could lead to separate bilateral deals between the other 26 countries and Ukraine, bypassing the need for unanimous agreement.
